各管理、各直属部,广大玩家朋友们:

为深入贯彻营地“以玩家为中心”的管理理念,健全科学化、民主化决策机制,进一步提升治理效能和服务水平,经研究决定,自2025年11月4日起,面向全社会开展2025年度“直达管理”玩家意见征集活动。现就有关事项通知如下:

一、总体要求

坚持开门纳谏、广集民智,把玩家的“金点子”转化为改进工作的“金钥匙”,切实把好事办实、把实事办好,让营地发展成果更多更公平惠及全体玩家。

二、征集内容

  1. 对营地的建设和工作的意见建议;
  2. 对营地治理、公共服务、优化等方面的对策建议;
  3. 对现行规章制度、办事流程、服务效能等方面的改进方案;
  4. 其他有利于推动林霄阙营地高质量发展的合理化建议。

三、参与方式

四、组织保障

  1. 成立“直达管理”工作专班,由职能处统筹,实行管理、闭环运行;
  2. 每条意见建议须在5个工作日内完成受理、分办、反馈“三到位”;
  3. 对采纳的优秀建言,给予通报表扬和适当奖励;对具有重大决策参考价值的,列为年度重点调研课题,并邀请提议人参与联合攻关;
  4. 任何管理和个人不得拖延敷衍、拒不办理,违者依纪依规严肃问责。

五、工作要求

  1. 提高站位。把征集活动作为检验主题教育成效的重要标尺,确保件件有着落、事事有回音;
  2. 强化宣传引导。充分运用网站等载体;
  3. 注重结果运用。年底前形成专题,向营地、向外界公开。

《Notice on Opening the “Direct Management” Player Feedback Collection Channel》

To all departments and directly-affiliated units, and to our valued players:

To fully implement the camp’s “player-centric” management philosophy, establish a scientific and democratic decision-making mechanism, and further improve governance efficiency and service quality, the camp has resolved to launch the 2025 “Straight-to-Management” player-suggestion campaign, open to the entire society, effective 4 November 2025. The relevant matters are hereby announced as follows:

  1. General Requirements
    We will keep our doors open for advice and widely gather public wisdom, turning players’ “golden ideas” into “golden keys” for improving our work. We will ensure that good deeds are done solidly and practical matters are handled well, so that the fruits of the camp’s development benefit all players more fully and fairly.
  2. Scope of Suggestions
  • Ideas and recommendations on the camp’s construction and operations
  • Counter-proposals on governance, public services, and optimization
  • Improvement plans for existing rules, procedures, and service efficiency
  • Any other rational proposals conducive to the high-quality development of Lin Xiaoque Camp

  2. Organizational Guarantee
    A “Straight-to-Management” task force will be formed, coordinated by the Functional Office, operating under a closed-loop management model.
    Every suggestion must be accepted, assigned, and answered within five working days.
    Outstanding advice that is adopted will be publicly commended and appropriately rewarded. Suggestions of major decision-making value will be listed as key annual research projects, and their authors will be invited to join collaborative research.
    No unit or individual may delay, perfunctorily handle, or refuse to process any suggestion; violators will be held strictly accountable in accordance with relevant discipline and regulations.
  3. Work Requirements
  • Raise our stance: Treat the campaign as an important yardstick for testing the effectiveness of our thematic education, ensuring every item is settled and every matter receives a response.
  • Strengthen publicity and guidance: Make full use of the website and other platforms.
  • Focus on applying the results: Before year-end, produce a special report and make it public to the camp and the outside world.
